The company's purchase of over a billion kilowatt hours of Renewable Energy Certificates (RECs) is a market-making maneuver that will boost the confidence, if not the fortunes, of many new energy suppliers.RECs are a bit astract for some, but until demand expands dramatically, RECs are a transitional financial tool and a necessity.
